Why the French Once Tried to Make Time Decimal (And Failed)

For roughly a year and a half in the 1790s, it was technically illegal in France to tell time the way every other country on Earth did. Midnight was called ten o’clock. Noon was five o’clock. An hour lasted 2.4 times longer than it does now, split into 100 minutes instead of 60, and each of those minutes ran 44 percent longer than a conventional one. The French Revolution didn’t just topple a monarchy; for a genuinely serious stretch, backed by government competitions, working prototypes, and a mandatory compliance date, it tried to topple the clock itself. The story of exactly how that attempt was built, enforced, and ultimately abandoned is far more specific, and far stranger, than the usual one-line trivia version suggests.

An Idea Older Than the Revolution Itself

Decimal time wasn’t a purely revolutionary impulse invented in the chaos of the 1790s. Mathematicians and philosophers had been grumbling about the base-12 and base-60 conventions governing clocks since at least the 1750s, decades before the Bastille fell, viewing them as arbitrary holdovers from an unscientific age. What the Revolution supplied wasn’t the idea itself so much as the political will and administrative machinery to actually force it into daily life, alongside a much broader project to decimalize nearly every unit of measurement the country used: weights, lengths, and eventually the calendar and clock as well.

The Decree, in Three Stages

The National Convention issued its foundational decree on October 5, 1793, establishing the new Republican calendar: twelve months, each divided into three ten-day weeks called dĂ©cades, with the leftover five or six days at year’s end set aside as national holidays. The calendar was backdated to begin on September 22, 1792, the day the monarchy fell and the Republic was proclaimed, a date that also happened to be that year’s autumn equinox.

The clock came next, and the decree’s language, added on November 24, 1793, was almost mathematically austere: the day, from midnight to midnight, would be divided into ten parts, each of those into ten more, and so on down to the smallest measurable portion of duration. The hundredth part of the new hour was called a decimal minute; the hundredth part of that, a decimal second. Under the new naming convention, midnight became dix heures, “ten hours,” and noon became cinq heures, “five hours.” Converted back into familiar units, the new decimal hour ran to 144 conventional minutes, the decimal minute to 86.4 conventional seconds, and the decimal second to just 0.864 of a conventional one, close enough to feel almost normal in isolation and just far enough off to make every clock reading a small act of translation. The same decree specified that public records wouldn’t be legally required to use the new system until the first day of Year Three of the Republic, September 22, 1794, giving the country nearly a full year to prepare before compliance actually became mandatory.

A Government That Took the Problem Seriously

This wasn’t an edict issued and left to sort itself out. On February 9, 1794, the Convention launched a formal competition, inviting scholars and clockmakers to submit practical designs for decimal timepieces, and a number of manufacturers genuinely tried. Surviving examples still exist in museum collections today, and they show just how seriously the project was taken. A Revolutionary pocket watch held at the MusĂ©e d’Art et d’Histoire in Neuchâtel, Switzerland, displays the dĂ©cade names and thirty-day month numbering of the new calendar alongside conventional duodecimal time, evidence that calendar reform and clock reform didn’t always travel together even on the same dial. Paris’s MusĂ©e des Arts et MĂ©tiers holds decimal timepieces that went further still, including one with a 24-hour face labeled with city names, Macao, Nagasaki, Osaka, suggesting at least some makers imagined decimal time coexisting with a kind of early world-clock function rather than replacing conventional timekeeping outright. The Carnavalet Museum, dedicated to the history of Paris, displays a Breguet pocket watch from around 1795, from a workshop still making watches today, carrying both a 12-hour and a 10-hour dial side by side, along with both the Gregorian and Republican calendars.

Ten Days, Named Individually

The dĂ©cade wasn’t just a length of time; each of its ten days had its own name, primidi through dĂ©cadi, and the tenth day, dĂ©cadi, replaced Sunday as the official day of rest. That single change turned out to be one of the calendar’s most resented features: workers who had rested once every seven days now rested once every ten, a straightforward reduction in leisure dressed up as rational reform. The leftover days at year’s end, five in an ordinary year and six in a leap year, were named the Sansculottides after the sans-culottes, the trouser-wearing working-class revolutionaries the calendar was ostensibly designed to honor, and dedicated in turn to Virtue, Genius, Labor, Opinion, and Rewards, with a sixth day honoring the Revolution itself added only in leap years. Even the poetic month names familiar to anyone who’s heard of “18 Brumaire,” VendĂ©miaire, Brumaire, Frimaire, NivĂ´se, and the rest, tied to weather and harvest rather than emperors or saints, came from a specific source: the playwright and poet Fabre d’Églantine, who publicly proposed the naming scheme in late October 1793, within days of the Sansculottides themselves being formally decreed.

The system had its own small internal wrinkle, too. Because the Sansculottides fell outside the regular dĂ©cades entirely, they didn’t extend the ten-day naming cycle; the calendar simply picked back up at primidi on the first day of the new year regardless of where the previous year’s dĂ©cade count had left off, quietly skipping four or five days of the sequence every single year. Leap years were handled two different ways depending on the era: in the calendar’s original years, they were set by direct astronomical observation of the autumn equinox rather than a fixed rule, landing on Years III, VII, and XI, while a later proposal for calculating future leap years, put forward by the mathematician Gilbert Romme, settled on almost exactly the same rule the Gregorian calendar already used, divisible by four, except century years, unless divisible by four hundred, arriving at a nearly identical solution to the one the Revolution had originally set out to replace.

Why It Never Actually Caught On

By the time public compliance became mandatory in September 1794, the cracks were already showing, and the reasons had almost nothing to do with the elegance of the underlying math. Every clock and watch in France, from grand public towers down to a merchant’s pocket piece, would eventually need replacing or retrofitting, an enormous expense for a government also fighting wars on multiple fronts and managing a currency in crisis. The base-60 system decimal time was trying to replace had a real practical justification going back to Babylon, dividing cleanly by 2, 3, 4, 5, and 6 alike, and ordinary people had no equivalent everyday reason to abandon a convention that already worked well enough for telling time to a neighbor or catching a coach.

The comparison to the rest of the metric system is instructive precisely because it highlights what time lacked. Standardizing weights and measures solved a constant, tangible problem: units differed from town to town and even market to market, and merchants, tax collectors, and engineers dealt with the resulting confusion daily. Clocks, whatever their internal units, told the same story everywhere in France already. There was no commercial chaos for decimal time to fix, only a philosophical objection to the number 60 that mattered enormously to a handful of scientists and almost not at all to a baker deciding when to open.

International friction made the isolation worse. Merchants, diplomats, sailors, and soldiers dealing with anyone outside France still had to work in ordinary hours and minutes, turning every foreign letter, shipping schedule, and treaty negotiation into a small exercise in conversion. A domestic calendar could survive that kind of friction. A clock that no trading partner, ally, or enemy shared became a daily liability the moment France’s business reached beyond its own borders.

The Retreat

The government suspended decimal time indefinitely on April 7, 1795, not quite a year and a half after the November 1793 decree had first spelled it out, and less than seven months after it had technically become mandatory. A handful of cities kept using it informally for years afterward, with pockets of adoption reportedly lingering as late as 1801, but the mandate itself was gone. The Republican calendar, with its dĂ©cades and equinox-anchored New Year, proved sturdier and lasted roughly twelve years in total, surviving the fall of the Convention and much of Napoleon’s rise, before he abolished it by decree in 1805, restoring the Gregorian calendar effective January 1, 1806, alongside a broader reconciliation with the Catholic Church that a calendar built to erase saints’ days and replace the seven-day week had never been designed to coexist with. Briefly, and strangely, it returned once more: the Paris Commune revived the Republican calendar for eighteen days in 1871, before that final flicker went out too.

What Survived and What Didn’t

Nothing about decimal time was irrational on its own terms. Ten divides as cleanly as sixty in the narrow sense that matters for a base-10 numbering system, and a scientist doing calculations across decimal length, decimal weight, and decimal time all at once had a genuine argument for consistency. What decimal time never solved was the problem the rest of the metric system actually existed to fix: a mismatch between neighboring towns, not between decimal purity and an older convention that, for everyone who wasn’t already doing the math, worked perfectly well. The calendar France eventually returned to had the advantage every rival always lacked, everyone else was already using it. What outlasted the whole experiment, oddly, was its language: “9 Thermidor” and “18 Brumaire” are still used in French political commentary today, shorthand for a reactionary backlash and a coup, respectively, two phrases from a calendar nobody has followed in over two centuries, still doing quiet work in a vocabulary that abandoned the clock they came from almost as soon as it was built.
