The Single Time Zone Experiment That Lasted 17 Months

When Nunavut split away from the Northwest Territories in 1999, its new government tried something no other Canadian jurisdiction had attempted: collapsing an enormous, sparsely connected territory that had inherited three separate time zones, Eastern, Central, and Mountain, into a single Central time zone for everyone.

The plan ran into trouble almost immediately. Iqaluit, the new capital sitting at the far eastern edge of the territory, refused to give up Eastern time and initially kept its own clocks running against the government's wishes before reluctantly agreeing to the switch. Out west, the communities of Kugluktuk and Cambridge Bay pushed back too, and officials eventually let them keep Central time through the winter months as a compromise rather than force them fully into line.

None of it held. Premier Paul Okalik announced in 2000 that Nunavut was abandoning the single zone experiment entirely, reverting to the original three zone system inherited from the old Northwest Territories, after the government had changed its time zone rules four separate times in just seventeen months.

Three Time Zones Under One Government

Today, Nunavut remains one of the only places in North America where a single government administers three separate time zones at once. The Kitikmeot region in the west, including Cambridge Bay, runs on Mountain Time. Much of the Kivalliq region, including Rankin Inlet, runs on Central Time. Iqaluit, Hall Beach, and most of the eastern territory run on Eastern Time.

All three zones currently shift together for Daylight Saving Time on the same schedule as the rest of Canada, so the internal one and two hour differences between Nunavut's own regions stay constant year round, even as the clocks themselves move.

The arrangement means a single phone call from Iqaluit to Cambridge Bay crosses two time zones without ever leaving the territory, a level of internal time zone complexity no Canadian province has to deal with.

Where Clocks Change but the Sun Does Not Notice

Alert, on the northern tip of Ellesmere Island in Nunavut, is the northernmost permanently inhabited place on Earth, sitting just 817 kilometers from the North Pole and officially keeping Eastern Time in line with Iqaluit and Ottawa, thousands of kilometers to the south.

For roughly four months of the year Alert sees no sunrise at all, and for another four months the sun never fully sets, leaving only about a third of the year with anything resembling an ordinary sunrise and sunset. Through all of it, Alert's clocks still officially spring forward and fall back on the same schedule as every other Eastern Time community in Canada.

The Daylight Saving Time shift changes essentially nothing about the light outside in Alert during those extreme stretches, since the sun is already either fully up or fully down regardless of what the clock says, making the twice yearly change a purely administrative formality rather than anything the roughly two dozen residents and staff would notice by looking outside.
