When the total solar eclipse of August 21, 2017 swept across the continental United States for the first time in 99 years, it began near Lincoln City, Oregon, and ended its American journey in South Carolina, the very last state to watch it go. According to the National Weather Service, the final spot anywhere in the country where the sun's corona remained visible was Cape Romain National Wildlife Refuge near McClellanville, on the South Carolina coast.

The eclipse entered the state at 2:36 p.m. and left the Atlantic coastline by 2:49 p.m., a journey of just thirteen minutes across South Carolina before the shadow lifted off the continent entirely and continued alone over open ocean for more than an hour with no further landfall anywhere on Earth. Columbia, sitting almost exactly on the eclipse's centerline, experienced 2 minutes and 30 seconds of totality, while Charleston, positioned just inside the shadow's southern edge, got a shorter 1 minute and 29 seconds of darkness.

Bills filed in the legislature, including 2023's Bill 3879 and its 2025 successor Bill 3325, argue that because South Carolina sits entirely within a single time zone, and because federal law already lets a state opt out of Daylight Saving Time to keep permanent Standard Time, the state is, by implication, equally entitled under existing law to advance its clock permanently in the other direction instead.

That is a considerably bolder reading of federal law than the approach most states have taken. Nineteen states, including South Carolina itself in an earlier, more conventional bill, have simply written trigger laws that wait passively for Congress to change the Uniform Time Act before doing anything. This newer South Carolina language instead directs the state's Attorney General to proactively request a formal waiver from the U.S. Secretary of Transportation, treating the existing opt out provision as grounds to act now rather than waiting for permission that has not yet arrived.
