The Father of Standard Time Called Halifax Home

Sandford Fleming, the engineer credited with inventing the modern system of worldwide time zones, had a much deeper connection to Nova Scotia than simply passing through it. In 1863 he served as the province's chief government surveyor, working on the railway line from Truro to Pictou, years before his idea of standard time zones existed anywhere.

He returned to Halifax in the 1880s as engineer in chief for the Intercolonial Railway, and during that decade he established a summer retreat on the city's Northwest Arm. That property is now Sir Sandford Fleming Park, still known locally as The Dingle, complete with a memorial tower and the seawall Fleming himself once walked.

Fleming spent his final years dividing his time between Ottawa and Halifax, and it is Halifax, not Ottawa or Toronto, that holds the strongest physical trace of the man history calls the Father of Standard Time.

A Summer of Shouting Over the Clock

Halifax tried Daylight Saving Time in 1916, the same year several Canadian cities experimented with it during wartime, and the experience was anything but smooth. Clocks moved forward on May 1, with the change originally scheduled to run until the end of September.

The public reaction was fierce from the start. The city council meeting that approved the scheme was, by contemporary accounts, packed to overflowing with applause, jeering, and shouting, and local newspapers were flooded with letters from readers on both sides. Petitions for and against the change each gathered thousands of signatures within weeks.

Opposition proved strong enough that Halifax abandoned the experiment before its scheduled end date that same year, and the following year the city did not renew it at all. Nova Scotia's early relationship with Daylight Saving Time was defined less by adoption than by repeated starts, stops, and reversals through the following decade.

Waiting on the Rest of the Region in 2026

More than a century after that first stormy attempt, Nova Scotia is once again weighing whether to give up the twice yearly clock change, but this time the province has made its own move conditional on its neighbors.

In April 2026, shortly after British Columbia and Alberta both committed to permanent Daylight Saving Time, Premier Tim Houston said Nova Scotia would be open to doing the same, but only if the other Atlantic provinces, New Brunswick, Prince Edward Island, and Newfoundland and Labrador, agreed to move together. He described it as a topic for discussion at the next meeting of Atlantic premiers rather than a decision Nova Scotia would make alone.

As of the most recent reporting, none of the other Atlantic provinces had formally committed to the idea, leaving Nova Scotia in a holding pattern similar to Manitoba's wait on the United States, except this time waiting on its own regional neighbors instead.
