Ask most people why Dubai runs on GMT+4 and they’ll guess something about longitude, or the sun, or a tidy alignment with its Gulf neighbors. None of that is quite right. The real story involves a British colonial administrator in 1940s Bahrain juggling two competing clocks in the same city, a wartime memo from an airline asking for more daylight at the end of its flight schedules, and an American computer scientist who, decades later, invented the very name “Gulf Standard Time” on a tired night in the early 1990s while building software that had nothing to do with the Gulf at all.
The Region Actually Splits in Two
Of the six countries in the Gulf Cooperation Council, only two sit on GMT+4: the UAE and Oman. The other four, Bahrain, Kuwait, Qatar, and Saudi Arabia, along with Iraq and Yemen outside the GCC, run an hour behind on GMT+3. That’s the detail the “round number” framing misses. GMT+4 isn’t an odd offset by itself; it’s a full, clean hour just like GMT+3. What’s actually unusual is that two neighboring blocs of Arabic-speaking, geographically close countries settled on different offsets at all, and stayed that way.

How Bahrain Accidentally Started the Whole Story
The modern timekeeping history of the Gulf effectively begins in Manama, Bahrain, which served as the center of Britain’s regional administration in the 1940s. British correspondence from the period, held by the British Library, shows that Bahrain was running on two different clocks simultaneously in 1940: GMT+3.5 for some purposes, and an almost absurd GMT+3 hours and 23 minutes for others, a seven-minute gap between the two that companies in the same city couldn’t agree on.
A British political agent named Reginald George Alban stepped in to fix the mess. From July 1941, Bahrain officially standardized on GMT+3.5. That lasted barely two years. In November 1943, the British Overseas Airways Corporation, then Britain’s main long-haul airline, wrote to Alban asking to shift the clock forward again, to GMT+4 or even GMT+4.5, so that flights landing later in the day would still have workable daylight left when they arrived.

Why GMT+4 Won
The airline got its wish. On January 1, 1944, Bahrain adopted GMT+4, which brought it in line with the time zone already in use in Sharjah and the wider Trucial States, the British-administered territory that would later become the United Arab Emirates. The GMT+4 offset that eventually became standard across the UAE and Oman wasn’t chosen through some deliberate solar calculation. It was chosen because it matched what aviation scheduling in the surrounding British-controlled territory already needed.
What makes the UAE’s case genuinely distinct isn’t the choice itself, but its stability. According to time zone researchers who compiled historical data for the modern IANA database, the UAE and Oman have held that same GMT+4 offset continuously since the 1920s, predating even Bahrain’s wartime back-and-forth. While Bahrain kept adjusting, the Trucial States, and later the UAE, simply never had a reason to move off it.
The Great Divergence of 1972
Bahrain’s flip-flopping didn’t stop after the war. In 1972, the country reverted from GMT+4 back down to GMT+3, this time to coordinate with Saudi Arabia. That single decision is what split the modern Gulf into its current two-zone arrangement: Arabia Standard Time on GMT+3 for the countries that realigned with Saudi Arabia, and Gulf Standard Time on GMT+4 for the UAE and Oman, which simply stayed where they already were.
Saudi Arabia’s Far Stranger Timekeeping History
The contrast with Saudi Arabia makes the UAE’s consistency even more striking. Before 1968, much of the Arabian Peninsula told time using a traditional method that reset the clock to midnight at every sunset, meaning the length of an hour effectively shifted with the seasons and even varied slightly between towns depending on local sunset timing. A 1969 account in Saudi Aramco World described the resulting confusion vividly: a hostess in Jeddah once sent three dinner invitations for what she calculated as the same moment, one reading 12:30pm, one reading 8pm, and one reading 6:30pm, each based on a different guest’s method of tracking time. All three guests arrived within minutes of each other anyway. Saudi Arabia didn’t standardize its time zone until 1968, a full 24 years after the UAE’s predecessor states had already settled on GMT+4 for good.
The Name Itself Was an Accident
Perhaps the strangest part of this story has nothing to do with geography at all. The term “Gulf Standard Time” wasn’t coined by any Gulf government. It came from Paul Eggert, an American computer scientist who helped build the tz database, the software system that still underlies how computers worldwide track time zones, including in the iOS, Android, and Windows operating systems. In the early 1990s, the database required every time zone to have a short alphabetic abbreviation, and Eggert needed one for the UAE and Oman’s GMT+4 zone.
Eggert later admitted the choice was made under less than ideal conditions, joking that it was “probably late at night” and he was worn out from the workload. The choice wasn’t entirely arbitrary. Bahrain and Qatar had both used the abbreviation “GST” for their own time zones between 1920 and 1972, so it wasn’t a completely invented term, just one being repurposed decades later for a different pair of countries. By 2001, the tz database dropped the requirement for alphabetic abbreviations altogether, and “GST” was formally replaced in the system with the plain numeric “+4.” The label had already stuck in public use by then, appearing on flight schedules, business emails, and search engines, and it never fully went away.
The Bigger Pattern
The UAE’s time zone isn’t the product of a national decision at all, in the sense most people assume. It’s the survivor of a colonial-era aviation request that happened to match what Sharjah and the Trucial States were already using, a coincidence of infrastructure need rather than a bespoke solution built around local sunrise and sunset, the same underlying logic that led railroad companies to invent standardized time zones in the first place, decades before the Gulf saw its first standardized clock. The label “Gulf Standard Time” spent a quarter century as an unofficial, semi-accidental piece of American software terminology before quietly being phased out in favor of a plain GMT offset. Dubai didn’t pick GMT+4 to stand out. It just never had a reason to change, while everyone around it did.
