About Time in Vermont
The Governor's Proclamation Clause
Vermont's standard time law is unusual among New England states in that it does not lock the state permanently to a fixed clock. Under 1 V.S.A. § 431, Vermont's standard time is defined as U.S. Eastern Standard Time, with daylight saving time observed as provided under federal law (15 U.S.C. § 260a). But subsection (b) grants the Governor a specific and unusual power: the authority to shorten or lengthen the daylight saving period by proclamation, provided the change is necessary to keep Vermont's clocks aligned with neighboring states, and provided the proclamation is issued at least ten days before it takes effect. This clause, amended most recently in 2017, was written to prevent the kind of cross-border scheduling chaos that plagued Vermont's small towns near the New York and Massachusetts lines in the early twentieth century, when neighboring jurisdictions sometimes adopted daylight time on different schedules.
The clause has never been the state's only word on the subject. Life Before Standard Time

The Burlington Free Press complained in September 1883 that downtown Burlington alone had no fewer than five competing versions of the time in daily use: railroad time, the Unitarian church clock, the College Street church clock, the fire alarm signal (set to "about" 9:15 each morning), and a separate time kept by each mill along the lake shore. The paper openly asked its readers whether the city hadn't "about reached the point where the adoption of a standard time would be a desirable thing."
The rivalry between competing public clocks could become a genuine local dispute. The Rutland Herald reported in 1870 that two clock-keeping establishments in the city were locked in a twenty-minute disagreement over the correct time, and rather than working to reconcile them, each side seemed more invested in keeping the clocks apart than in being accurate. Railroad workers were caught in the middle, protesting when employers required them to start their shifts by the later clock but leave by the earlier one, effectively lengthening the workday. Vermont's transition to uniform time in November 1883 mirrored a national shift driven by the railroads, whose need for synchronized schedules across long distances made local sun time increasingly unworkable, and Vermont's own newspapers were part of the public campaign pushing the change.
