On December 31, 1999, roughly a billion people watched fireworks explode over Sydney Harbour to welcome the new millennium. The Royal Greenwich Observatory, the institution that literally defines where the world’s clocks start counting, had spent the preceding three years quietly insisting the real celebration wouldn’t arrive for another twelve months. Nobody much cared. The party happened anyway, on the date that felt right, and the argument over which year actually deserved the title has never fully gone away. It’s about to resurface again, because the same fight over 2030 versus 2031 is already loading in the background.

The Monk Who Never Got to Zero

The root of the disagreement traces back roughly 1,500 years, to a monk named Dionysius Exiguus working in Rome around 525 AD. Tasked with calculating future dates for Easter, he devised a new way to number years, counting forward from what he believed was the year of Christ’s birth. He labeled that year 1 AD. The year immediately before it, he labeled 1 BC. There was no year 0 between them, because the numeral zero hadn’t yet reached Western Europe from Indian and Arabic mathematics. Two centuries later, the English monk Bede extended the same system backward through history in his own writings, cementing the missing zero as a permanent feature of how the West would count years from then on.

The logic is the same one that governs a child’s age. A baby doesn’t turn 1 year old on the day they’re born; they turn 1 after a full year has passed. Applied to centuries, the first block of 100 years has to run from year 1 through year 100, because there was no year 0 to serve as the starting line. That pushes every subsequent boundary one year later than the version most people carry around in their heads.

This Isn’t Even the First Time We’ve Had This Fight

The century-boundary argument is far older than Y2K. It flared up at the turn of the 18th century, again at the turn of the 20th, and it will keep flaring up every hundred years for as long as the calendar exists. In 1899 and 1900, Kaiser Wilhelm II of Germany publicly insisted the new century should be celebrated starting in 1900, putting him at odds with most astronomers and calendar authorities of the era, who held out for 1901. The New York Times mocked him at the time, writing that he stood alone among world leaders as “the only man of prominence who cannot count up to 100.” At the turn of the last century, the technically correct answer won: 1901 became the broadly accepted start of the 20th century among scholars, dictionaries, and much of the press.

By 2000, institutions including the U.S. Naval Observatory, the Royal Greenwich Observatory, Encyclopaedia Britannica, and Webster’s Third New International Dictionary had all published the same position: the third millennium and the 21st century would not technically begin until January 1, 2001. It made almost no difference to how the world actually behaved. The number 2000 looked and felt like a beginning in a way 2001 never could, and against that kind of cultural pull, a footnote from an observatory didn’t stand a chance.

How Astronomers Quietly Solved Their Own Version of the Problem

Professional astronomers eventually got tired of doing arithmetic around a missing year, so they built their own separate numbering system that sidesteps the whole dispute. In astronomical year numbering, which is also the system used by the ISO 8601 international date standard, there is a year 0, defined as equivalent to 1 BC. The year before that, 2 BC, becomes year -1, and so on. This isn’t how historians or calendars label years in everyday use, but it makes date arithmetic across the BC and AD boundary dramatically simpler for scientific calculations, since you can subtract and add years without constantly correcting for the missing step. It’s a reminder that the “no year zero” rule isn’t a law of nature. It’s a specific historical accident that one professional community eventually just designed around.

Decades Have the Exact Same Problem, Just Fewer Fireworks

The identical logic applies one level down, to decades, and it’s due for another public argument soon. Informally, everyone treats “the 2020s” as the years 2020 through 2029, grouped by their shared leading digits. That’s a cardinal convention, grouping by what the numbers look like rather than by strict counting. Applied with the same ordinal logic used for centuries, the first decade ran from year 1 through year 10, which means each subsequent decade technically starts on a year ending in 1, not 0. Strictly speaking, “the 2020s” as a counted decade would run from 2021 through 2030, not 2020 through 2029.

This argument isn’t hypothetical or rare. NPR ran a segment on it as the calendar turned from 2009 to 2010, and returned to the exact same question a decade later, interviewing the managing editor of the Farmers’ Almanac on the air in December 2019, who confirmed on record that the coming new decade wouldn’t technically start until January 1, 2021, for the same no-year-zero reason driving the century and millennium debates. It gets a fraction of the public attention a millennium rollover gets, mostly because a decade change doesn’t come with the same psychological weight as watching every digit in the year change at once. But the same dispute is scheduled to happen again heading into 2030, right on schedule, for exactly the same reason it happened in 2020, 2000, and 1900 before it.

The Bigger Pattern

What makes this recurring argument genuinely interesting isn’t which side is correct, since both sides are internally consistent once you know which counting convention they’re using. What’s interesting is how reliably the round-looking number wins anyway. Nobody threw a party for January 1, 2001. The champagne, the fireworks, and the countdown clocks all pointed at 2000, because 2000 looked like an ending and a beginning in a way that no amount of correct arithmetic could compete with. It’s the same instinct, in miniature, behind why midnight gets written as 00:00 instead of 24:00, another case where the mathematically tidy answer and the intuitively obvious one don’t quite line up, and the tidy answer usually loses.
